When checking compliance, the specific release limits established by the Council of Europe should be taken into account and recommendations for experimental testing be followed. The Technical Guide presents official recommendations that have been endorsed by the Council of Europe member states participating in the work, but it is not a legal document. When national authorities implement these provisions in their national legislation they become legally binding.
